Prabowo Requires Mine Exporters to Keep Foreign Exchange in Domestic Banks for 12 Months

REPUBLIKA.CO.ID, JAKARTA -- President Prabowo Subianto published Government Regulation (PP) No. 8 of 2025 requiring all exporters to deposit foreign exchange funds from natural resources exports (DHE SDA) in domestic banks. The PP is the latest rule governing the issue of DHE SDA, which was previously regulated through Government Regulation (PP) Number 36 of 2023.

“The government stipulates that the obligation to place foreign exchange proceeds from natural resources exports in the Indonesian financial system will be increased to 100 percent with a period of 12 months from the placement. In the special accounts of DHE SDA within national banks, this provision applies to the mining sector except oil and gas, plantations, forestry, and fisheries,” Prabowo said after a meeting with the cabinet on economics.

The policy aims to ensure export funds remain within the country. So it can be utilized for development financing, domestic money turnover, as well as exchange rate stability. Prabowo stressed that the move is expected to increase the country's foreign exchange by up to 80 billion US dollars by 2025, and more than 100 billion US dollars in a full 12 month period.

According to Prabowo, exporters still have flexibility in the use of DHE-SDA stored in special accounts. Permitted uses include exchange into rupiah at the same bank for operational purposes, payment of taxes and other obligations to the government in foreign exchange, as well as payment of dividends in foreign exchange.

On the same occasion President Prabowo announced the establishment of a dedicated bank for gold storage, which is the first time in Indonesia and will be inaugurated on February 26, 2025. “We are going to form a gold bank, so during this time we don't have a bank for our gold, it doesn't exist in Indonesia,” Prabowo said during a press briefing at Istana Merdeka, Central Jakarta, Monday (17/2/2025).

Prabowo explained that the reason for the formation of a special gold bank in Indonesia is because gold commodities from domestic mines, then exported without any special storage in the country. Therefore, he will also inaugurate a gold bank on February 26, 2025, becoming the first in the country.

“Our gold is mined a lot and flows abroad. We want to now have a dedicated bank for gold in Indonesia. God willing we will inaugurate on February 26, this is, I think, the first time yes in our republic,” Prabowo said.
