REPUBLIKA.CO.ID, JAKARTA -- Empowerment of forest communities through community plantation forests or HTR's financing has reached 2.29 trillion IDR in 2013. The financing was channeled to forest communities during 2009-2013, as quoted from the book 'A Decade to Build Social Welfare.'
The value increased from 114.45 billion IDR in 2009 to 2.29 trillion IDR in 2013, while direct assistance for community-based forest management given to 4,000 communities living around forest areas in 228 districts and cities in 31 provinces in Indonesia.
This financing was not only from HTR scheme, but also revolving fund program given in period of 2010-2012 worth 42.3 billion IDR to three cooperative units and 36 farmer groups.
HTR business license is a concession scheme of forest communities, which got permission to manage forests for a maximum area of 15 hectares (ha) per person or 700 ha per cooperative unit. HTR is one solution to resolve land conflicts caused local people given access to manage forests in their neighborhoods.
Ministry of Forestry has issued forest management licenses for 188.573 ha in 70 districts in Indonesia, consisted of 95 cooperative units (142,2151 ha) and individual licenses (46,321 ha). Realization of HTR licenses has reached 7,986 ha, while labor absorption reached 28,988 persons in 2013.
