East Timor refugees housing project facing land hurdle

REPUBLIKA.CO.ID, JAKARTA -- Highlighting the problems it is facing in meeting the land requirements for a housing project for East Timor refugees in East Nusa Tenggara, the Ministry of Public Housing has asked local governments for help.

"We hope that the local government will help in the process of procuring 174.54 hectares of land to meet the (housing) program requirements related to the provision of the Presidential decrees to the new East Timorese citizens in the province," said the Ministry's Deputy of District Development, Agus Sumargiarto, in written statement received here on Wednesday.

The housing project for East Timorese refugees in the province requires 174.54 hectares of land, Agus said. This land will be used to build about 8,727 new homes, he added.

The issue of land has been a fundamental problem in the construction of low-income homes in the East Nusa Tenggara province, Agus observed.

"Some local governments/municipalities in the province have not provided a clear location determination decree and the beneficiary decrees," he stated.

Therefore, leaders of municipalities must make sure there are no juridical and technical problems involving the location, as determined in the decree for the housing program.

For optimal results, reviews of design and support from local governments are needed for monitoring the implementation of the special housing program.

Some common problems encountered include frequent changes in site plans; withdrawing of building materials, equipment, and labor; and, granting of locations that are not suitable for settlement because of their relief.

Based on data as of May 31, as many as 8,727 housing units are needed for East Timor nationals living in new East Nusa Tenggara, Agus added.
