REPUBLIKA.CO.ID, JAKARTA -- Protection for the property consumers is very weak because there are still many problems, which pose as disadvantages to the consumers more than the developers, according to the Non-governmental organization (NGO) Indonesia Property Watch (IPW).
"Protection for the consumers is still weak. Many developers only sell promises. The possession of the building is often delayed and the building's specifications often differ from the agreement," IPW Executive Director Ali Tranghanda stated here on Monday.
The weakness in consumer protection is evident by an increase in the number of errant developers, who built houses without adhering to the original design plan and are not environmentally friendly. This leads to a disturbance in the urban drainage system.
He emphasized that the verification of errant developers can be conducted by evaluating their agreements, including the Amdal (analysis of the impact on the environment), which should become a prerequisite when they want to construct resettlement areas.
"Yet, defaulting developers continue to thrive, including those who constructed houses in the river areas in Depok and Bojong Gede, where the houses incurred damage as a result of the fact that land condition in the river areas was unstable," he claimed.
In such a scenario, the consumers have no idea on whom to place the blame and to whom should they report their grievances, he added.
Ali remarked that the government should focus its attention on this matter because many spatial master plans in Indonesia had changed while the regional government issued permits in violation of the regulations. He claimed that this matter needs to be addressed at the earliest.
