REPUBLIKA.CO.ID, PEKANBARU - Indonesia would uneasily achieve its total fertility rate (TFR) target of 2.36 under its mid term development plan, an official said. 

Regional autonomy contributed to the countrys difficulty in reaching the target, Senior official of the National Family Planning Board (BKKBN) Ari Gudadi said on Tuesday. 

"After the implementation of the regional autonomy, regional administrations tend to ignore instructions from the center," Gudadi said. 

Based on a survey on Indonesian demography and health in 2012, TFR was recorded at 2.6 as against the target of 2.1 babies per woman, Gudadi said. Under the previous regime in Jakarta, the implementation of birth control was effective with all regional administrations falling in line with the center, he said.
