Adoption rule must be strengthened

REPUBLIKA.CO.ID, JAKARTA -- Commission VIII Chairman of the House of Representatives (DPR), Saleh Partaonan Daulay, said regulations on the children adoption in Indonesia have not been socialized maximally. It was indicated from the number of children adoption cases which were not in accordance with the existing regulatory procedures.

"In general, the adoption instructions were regulated in the Law Number 23 of 2002 about children protection. While specifically, technical instructions of children adoption exist in the Government Regulation (PP) Number 54 of 2007,"said Saleh recently.

According to him, the both rule was used as a legal basis in the adoption process in Indonesia. In PP, it detailed technical issues such as how to adopt a child, the terms of parents who may adopt a child, the child's age provisions to be adopted, obligations of the adoptive parents, until monitoring of the adoption process by governments and society and so on.

"At first glance, these rules are good. But in fact has not been widely socialized. Evidently, there were many cases that were not through the procedures as contained in the PP," he continued.

Saleh then pointed out the adoption of Angeline which was not registered in the Social Affairs Ministry. In fact, according to Saleh, the children adoption should be listed in the civil registry office.

Previously reported, Social Affairs Minister Khofifah Indar Parawansa stated the adoption was done by Angeline’s adoptive parents did not get a license from the Social Affairs Ministry. According to Khofifah, Angeline’s adoptive parents did not take care of the license to the Social Affairs Ministry.

Khofifah also stated the rules on adoption were actually quite tight. However, in the context of Angeline case, the rule was not used.
