REPUBLIKA.CO.ID, JAKARTA -- The Ministry of Administrative Reform and Bureaucratic Reform (Ministry PAN RB) still formulating legal umbrella that will be used for the rationalization plan of one million civil servants (PNS). Ministry PANRB has criteria to determine which civil servants who will be affected by rationalization.
"We are still discussing, including preparing legal umbrella. This policy is formulating which will be form of Regulation of the Minister of Administrative Reform and Bureaucratic Reform (Permen-PAN RB) about the acceleration of the arrangement of civil servants," said spokesman of Ministry-PANRB Herman Suryatman.
After the Permen-PAN RB formed, he continued, the next stage is the formation of team of acceleration arrangement for civil servants, both central and local levels. This team will comprise of officials who served the personnel department.
"They will continue with the next stage that is mapping of civil servants," he said.
Herman added, civil servants will be mapped into four levels, to determine rationalization. He explained that there are four quadrants of civil servants which is map of competence, performance, and productivity.
"Quadrant one has criteria of good competence and qualifications, such as good performance. For this criteria, the government will keep, develop, and promote its civil servants," he said.
Then quadrant two is civil servants which have good competence and qualifications but its performance is less. So, these civil servants will be transferred and given guidance to be better. Then quadrant three is the competence and with bad qualifications but have good performance. So, the government will provide training so they can be better. Whereas in the quadrants four, the competence and qualifications of the civil servants is low, as well as poor performance.
"We encourage for the rationalization of quadrant four. So, the rationalization later have to be carefully for the right target," he argued.
