REPUBLIKA.CO.ID, JAKARTA -- Interior Minister Tjahjo Kumolo revealed the reason why the government consistently proposed presidential threshold for 20 percents of the total quotas of the House of Representatives or 25 percents of entire national valid votes. He said it was President Joko Widodo (Jokowi)'s instruction to the governmental team discussion.

Tjahjo argued that the government wanted to consistently simplify the state political development. He said the threshold had been applied in general election 2009 and 2014. As a consistency, the same number should be applied in 2019.

"We want, if the previous was 20 percents, it should not be zero,” said Tjahjo to reporters in a press release on Sunday (June 18).

The interior minister expected that the House of Representatives (DPR) would take the same action. The ratio of presidential threshold has been tested to bring out more than a pair of president and vice president candidates in 2009 and 2014.

Government and the special team planned to make decisions on five crucial issues in the draft of law on general election. It would cover the presidential threshold, parliamentary threshold, general election system, vote conversion methods and regional quotas.

"The special team agrees to make decision level I on Monday at 02.00 p.m. We also agree that today to Monday would be the process of cross fraction lobbying,” said Chairman of the Special Team for General Election Lukman Edi on Wednesday (June 14)

Lukman said it was based on the lobbying of fractions, head of fraction groups and the government in a follow-up meeting on Wednesday. All the fraction and the government agreed to continue lobbying until an agreement on next Monday.
