National police chief identify Mulyadi as lone wolf

REPUBLIKA.CO.ID, JAKARTA – National Police Chief Tito Karnavian said the stabber of mobile brigade members, Mulyadi, conducted his action alone. The attack could be catagorized as a lone wolf action.

“Lone wolf takes the term from wolf,” said Tito in South Jakarta on Tuesday (July 4).

He said there were two motives of terrorism, by using the terrorist network and leaderless jihad or lone wolf. Mulyadi conducted a lone wolf action. He opened radical website and felt inspired by the posting of a radical telegram group. He was affected and planned his own attack.

Therefore, Tito said, the attack was not as massive as the bombs in Bali or at JW Marriot Hotel, Jakarta. He made his plan alone, so it generated different result to the other attack by terrorist group or network.

“Mulyadi’s case is a leaderless jihad. Their attacks are commonly smaller as they act alone. It depends on their personal capacities by lack of money and knowledge, less capabilities. Therefore he (Mulyadi also attacked) by using a knife,” he said.

Police took different action to combat the terrorist group attack with leaderless jihad. To prevent the leaderless jihad, police conducted internet patrols, consolidated with national cyber, national police, military unit, and intelligence agency.

"Ministry of Information and Communication can also penetrate the radical websites and their communication channel. It can restrict them or be part of them, so we know their plan,” said Tito.

The police also conducted contra-radicalization program by increasing people’s immunity to any radical understanding. National Terrorism Agency (BNPT) took this role. 

"The most important is (BNPT), cooperated with Higher Educational Ministry, Ministry of Education and Culture, Pancasila Unit and Defense Ministry,” said Tito.

Intelligence Unit also took their role for the assailants. They investigated the network system and the details and monitor their action.
