Discussing Perppu Ormas, DPR to invite former HTI leaders

REPUBLIKA.CO.ID, JAKARTA -- The House of Representatives (DPR) Commission II has been inventorying parties which will be invited to discuss the Lieu of Law (Perppu) No. 2/2017 on Mass Organizations (Ormas). The former leaders of Hizbut Tahrir Indonesia (HTI) were among considered to be invited to attend the meeting.

"Currently we are inventory because we give freedom to the factions to invite those who agree, no, or even in the midst of the related Regulation of this mass organization," said Chairman of Commission II of the House of Representatives Zainudin Amali at Nusantara Building Parliament, Wednesday (October 4).

He continued, after being inventoried which parties would be invited, Commision II will invite representatives of those parties. He also mentioned that there was a proposal to invite representatives of former HTI members.

"Surely, parties who invited must represent its organisations, not all members and we have proposal to invite former HTI members and it is being considered," Zainudin explained.

In the discussion about Perppu 2/2017 on Mass Organizations between Commision II DPR and government representatives, several parties suggested to include elements of government, except whose written in the decision. Several parties mentioned were Minister of Religious Affairs, National Police, and Indonesian Military (TNI).

Perppu 2/2017 on Mass Organizations gives the government the power to disband an organization without due process. It also prohibits any organization to adopt and spread an ideology contradicting to Pancasila.

HTI was considered as one of the organizations which believed contravenes the Pancasila state ideology as it promotes the Islamic caliphate. 

Until now, Perppu 2/2017 on Mass Organizations still become a controversial issue and triggered condemnation from the public and rights group, as they are worried it could threaten the freedom of association and expression.
