REPUBLIKA.CO.ID, JAKARTA -- The Corruption Eradication Commission (KPK) called on the Ministry of Youth and Sports (Kemenpora) to seriously reform and tighten supervision of the process of channeling grant funds. Kemenpora also had to pay attention to the accountability aspects of using aid funds from the government to related organizations, said KPK Deputy Chairman Saut Situmorang.
He said this was related to the corruption case of channeling aid from the government through Kemenpora to the Indonesian National Sports Committee (KONI) in 2018.
"Do not let the allocation of grant funds that should be maximized to improve the performance of Indonesian sports actually become a space for confusion because of the weak supervision and accountability mechanisms that are not accountable," Saut said during a press conference at the KPK building, Jakarta, Wednesday (Dec 19) night.
KPK has determined five suspects in the case, among others, allegedly as givers, namely the Secretary General of KONI Ending Fuad Hamidy (EFH) and the General Treasurer of KONI Jhonny E Awuy (JEA). While allegedly as recipients, namely Deputy IV of the Mulyana Youth and Sports Ministry (MUL), Adhi Purnomo (AP) who is the Commitment Making Officer at the Ministry of Youth and Sports and friends and Eko Triyanto (ET) who are staff of the Ministry of Youth and Sports and friends .
Allegedly Adhi Purnomo, Eko Triyanto and his friends received a gift of at least Rp318 million and from KONI officials regarding government grants to the KONI through Kemenpora.
"It is suspected that MUL received money in an ATM with a balance of around Rp100 million related to the distribution of aid from the government through the Ministry of Youth and Sports to KONI Fiscal Year 2018," Saut said.
It was previously suspected Mulyana had received other grants beforehand, namely in April 2018 receiving one unit of the Toyota Fortuner, in June 2018 received Rp300 million from Jhonny E Awuy, and in September 2018 received a unit of smartphone Samsung Galaxy Note 9.
"Grants from the Ministry of Youth and Sports for the KONI allocated are Rp. 17.9 billion," Saut said.
In the initial stage, it was alleged that KONI submitted a proposal to the Kemenpora to obtain the grant.
"It is suspected that the submission and distribution of grant funds is" reasonable "and not based on actual conditions," Saut said.
Before the proposal was submitted, it was alleged that there had been an agreement between the Kemenpora and KONI to allocate "fees" of 19.13 percent of the total grant of Rp. 17.9 billion, which was Rp. 3.4 billion.
In the capture operation (OTT) related to the case, the KPK team also secured a number of evidences including Rp318 million, savings book and ATM (balance of around Rp. 100 million in the name of Jhonny E Awuy in Mulyana's control), color Chevrolet Captiva blue belonged to Eko Triyanto and cash in plastic parcels in the KONI office around Rp. 7 billion.
