REPUBLIKA.CO.ID, JAKARTA -- Jakarta Deputy Governor Sandiaga Uno said, Bank Indonesia Jakarta Branch has given two options to accommodate zero percent down-payment housing scheme. Jakarta provincial government is allowed to applied business-to-business (B2B) scheme between regional-owned enterprises (BUMDs) and private sector or through government intervention.
According to Sandiaga, BUMDs have the capability to initiate zero percent down-payment scheme for affordable housing without government intervention.
"The BUMD say they are able to realize the program without government intervention, but they need help with the down-payment," Sandiaga said at National Monument (Monas) complex, Friday.
Sandiaga said, Jakarta provincial government will assess both of options to decide best solution for citizens who have not owned a house in the city.
Jakarta provincial government targeted the program will start its preparation stage on 2018. Meanwhile, the private sectors wanted groundbreaking already done at that time.
"We will review the policy," Sandiaga said.
Head of Bank Indonesia-DKI Jakarta Branch Doni P. Joewono stated there is no regulation that specifically regulates the provision of home loans with zero percent down-payment as promised by Anies Baswedan and Sandiaga Uno during election.
However, the program is not impossible to be realised with central or local government intervention by giving guarantee.
"After that, they are welcome to prepare the schemes. If they want to join the FLPP (Housing Financing Liquidity Facility), the scheme must be identical with FLPP run by Ministry of Public Works and Housing (PUPR), whose funds are using state budget (APBN)," he said at City Hall, Jakarta, Wednesday (November 1).
With the scheme, Jakarta provincial government has to prepare one percent down-payment from Rp345 million price of each house. Therefore, total budget needed to provide 50 thousand units will be Rp167 billion.
Doni said, if FLPP scheme is not possible, there are three BUMDs that will be asked to realise the program, namely PD Pembangunan Sarana Jaya, PT Jakarta Propertied (Jakpro), and PD Pasar Jaya.
"The deputy governor challenged to go private first. If it was sold by private company, will people buy it," he said.
