Plan to solve southern violence in progress

REPUBLIKA.CO.ID, BANGKOK -- The Internal Security Operations Command (ISOC) has proposed the establishment of four sets of working committees tasked for solving the more than decade long bloody violence in Thailand?s deep southern provinces, said Col Banpot Poolpian, a spokesman of ISOC.

He said the proposal was made Friday during a meeting, chaired by secretary-general of the National Council for Peace and Order (NCPO) and deputy army chief Gen Udomdej Sitabutr, held at National Security Council (NSC) headquarters.

Under the proposal to solve the almost daily southern violence which has reignited since January 2004, measures to be prepared by the four sets of working committees will be sent and then compiled by the NSC so that it could lay out a plan on a sustainable basis.

Neighbour Malaysia will again be requested to act as a `facilitator? in peace talks between the Thai government and leaders of insurgent groups.

Three steps will be prepared, including preparation for the venue for holding peace talks, a signing of ratification after peace negotiations could be reached on an 'appropriate level' and a 'joint preparation of a roadmap', said Col Banpot.

Peace negotiations were previously held between high-ranking Thai government officials and representatives of the Barisan Revolusi Nasional (BRN) movement in Malaysia, aimed at finding solutions to the bloody violence in the southernmost provinces, mainly Yala, Pattani and Narathiwat.

But the talks were suspended due to political unrest in Thailand.

Participants at the Friday?s meeting also discussed the budget for fiscal 2015, starting this October 1, for solving problems and developing the three southern provinces between 2015 - 2017.

They agreed that four major issues are to be tackled urgently.

The issues are: creating peace and happiness for people in the three provinces, seeking justice for the people, creating better understanding and finding solutions to the conflict, and improving people?s quality of life, said Col Banpot.
