Ministry establishes synergy to simplify import regulation

REPUBLIKA.CO.ID, JAKARTA -- The Ministry of Finance has established synergy with other ministries/state agencies (K/L) for simplifying regulations on import licensing, banning, and restrictions to put in order very high risk importers.

"Several challenges are still being faced to put in order high risk importers, especially small and medium enterprises, which cannot fulfill the regulations on import licensing, banning, and restrictions due to the priority scale and accessibility issues," Finance Minister Sri Mulyani stated during a coordination meeting with K/L and entrepreneurs at the Ministry of Finance in Jakarta, Tuesday.

Ministers and leaders of state agencies present at the meeting were coordinating minister for economic affairs, minister of trade, minister of industry, minister of agriculture, minister of health, minister of environment and forestry, head of the Food and Drug Supervision Agency, head of the Corruption Eradication Commission, and head of the Presidential Staff Office.

On the occasion, the ministers and heads of state agencies also submitted a joint statement on the Simplification of the International Trade Administration and the Implementation of Border Post Supervision.

The finance minister noted that the licensing process is being simplified by harmonizing regulations on import licensing, banning, and restrictions. Thus, different regulations on import licensing, banning, and restrictions on the same commodity can be simplified into a single regulation or licensing.

Furthermore, this strategy can help to simplify terms and criteria, so that small businesses can obtain import permits for commodities that serve as raw materials. Currently, there are 1,073 HS Codes that require licenses from more than one H/L.

Once the simplification process is complete, the application for permit issuance and product testing or lab test is merely done once. In addition, the simplification process will define clear and measurable licensing criteria.

The shift in supervision from border areas to that before the circulation of goods and/or supervision in the market is a way to reduce the number of HS Codes imposed with regard to import licensing, banning, and restrictions.

In line with the mandate of the Economic Policy Package Phase XV, one of the points is to improve the nation's logistics to facilitate and accelerate the flow of goods at ports by simplifying the trade or export-import system.

This can be achieved by reducing regulations on import licensing, banning, and restriction in border areas, from the original 49 percent, to about 19 percent targeted to be realized in October 2017. Currently, from a total of 10,826 HS Code Tariffs of the Indonesian Customs 2017, 5,299 HS codes concern import licensing, banning, and restrictions.

"This border post supervision can further strengthen the supervision of goods regulated in the market and can describe the real condition of commodities circulating in the country," the finance minister added.
