REPUBLIKA.CO.ID, JAKARTA - Ministry of Forestry asks local leaders to accelerate permission for opening of Community based Forest Plantation (HTR). Currently it takes about three to four months to issue a permit letter.
"In Borneo people can get permission only in two months. We hope such practise can be applied to all areas," Director General of Forestry Enterprises in Ministry of Forestry, Bambang Hendroyono said recently.
Ministry of Forestry tries to save time of HTR administration without ignoring accuracy factors. It needs better coordination between central and local government. Hendroyono hopes permits of HTR later can be given only through Technical Implementation Unit (UPT) in each area.
Permit of HTR is opened to anyone, as long as it is submitted by natives by proving his or her status in detail, including indigineous people. HTR concept is intended to build economy of local population.
In order to achieve economic goal, community members are expected to choose fast growing plants, such as sengon (Albizia chinensis), jabon (Anthocephalus cadamba) and rubber (Hevea brasiliensis). In one time harvest, it can generates about 400 million USD.
Implementation of HTR is considered quite successful. Ministry of Forestry targets realization of HTR reaches 200 thousand hectares by the end of the year.
