REPUBLIKA.CO.ID, JAKARTA - Jakarta's monorail project is hit by another delay as the cost is still in dispute between PT Jakarta Monorail (JM) and PT Adhi Karya. The project is already delayed for years over financing difficulty.
JM claimed the construction of monorail project in Jakarta had been delayed again over cost of pillars supporting the rails was not yet settled with state construction company PT Adhi Karya. Adhi Karya already built a number of piers supporting the elevated railway when it was involved earlier in the construction of the mass transport project.
Later Adhi Karya quit and JM agreed to take over and repay the cost spent by Adhi Karya in building the pillars. The problem, however, remained over disagreement on the amount to be paid by JM.
"If problem over the payment has not been settled we could not resume work, despite commitment we have made with the Jakarta city administration," JM President Director John Aryananda told reporters recently.
John said JM is awaiting report from BPKP, the government project financial watchdog which is auditing the cost to determine the compensation JM has to pay to Adhi Karya.
"There has been statement that the amount we have to pay is 190 billion IDR, but it has no legal basis," he said.
Meanwhile, Corporate Secretary of PT Adhi Karya M Apriandy said based on an audit carried out by BPKP in 2010 the cost of the building the pillars reached 14.8 million USD.
"Later on Adhi Karya and Orthus Holdings (an investor partner of JM), agreed to hire an independent appraisal Ami Nirwan Alfiantori (ANA) to calculate the cost to be compensated by JM for the foundation and pillars built by Adhi Karya . An estimated price was found at 193 billion IDR," Apriandy said, citing different price.
Earlier, Jakarta Deputy Governor Basuki "Ahok" Tjahaja Purnama was reported to offer the monorail construction project to PT Transjakarta, if JM) was unable to implement the mass transportation project.
