'Laptop for Election Commission originates from non-budgetary fund'

The gadget were funded by private company and given directly to the two independent bodies.

REPUBLIKA.CO.ID, JAKARTA -- Vice Chairman of Commission II House of Representatives Ahmad Riza Patria said laptop and computers administration to the Jakarta General Election Commission (KPU Jakarta) and Elections Supervisory Agency (Bawaslu) violated a number of rules. The gadgets originated from non-budgetary fund.

Previously, Jakarta governor Basuki Tjahaja Purnama (Ahok) has allowed real estate developer involved in Jakarta bay reclamation project, PT Sampoerna Land Tbk, to replace payment of building area coefficient as much as Rp 10.2 billion (USD785,400)  with procurement of laptop and computers for KPU Jakarta and Bawaslu.

Ahmad said the reclamation project was yet to have legal provisions so the government could not levy any compensation from the developer. Therefore, Ahok policy has no legal basis and violating the law. "Unless, the fund to buy those gadget come from tax payer, which this one is not."

Ahok said nothing is wrong with his policy. He assured the quality and price of laptops and computers given by the private company has been evaluated by the appraisal company. He declined the rumor saying those gadgets are programmed to win him on the next gubernatorial election in February 2017. "I challenge you to examine it," he said at the City Hall.

Not knowing their laptop and computer came from non-budgetary fund, KPU Jakarta promised to return it to the Jakarta provincial government. The gadgets will be returned as soon as possible. "As the controversy arose, we decide to collect all those gadgets to be submitted to the Jakarta provincial government," said KPU Jakarta chairman Sumarno to Republika.co.id, on Thursday.

 

Sumarno denied allegations that KPU Jakarta conspired with private company to win the incumbent Basuki Tjahaja Purnama (Ahok)-Djarot Saiful Hidayat in Jakarta gubernatorial election in 2017. He heard public accuse the computers have been programmed to win Ahok-Djarot. Ahok argued that the risk of hacked laptops and computers could be reduced by installing security software.

Ahok explained, the Jakarta provincial government could use another source of fund in addition to state and city's budgets, such as contribution and aid from private company. "We could asked the developers to replace their obligation by providing computers," Ahok said.

Meanwhile, Ahmad said the aid from private company should not be handed over directly to KPU Jakarta nor Bawaslu. "The two commission are independent bodies and forbid to take other funding than the city's or state budget," he remarked.

According to records, as many as 25 computers and 21 laptops loaned by Jakarta provincial government to the KPU Jakarta. In addition, the Jakarta provincial government also has lent 18 computers and 21 laptops to the Bawaslu. Those assets are given by PT Sampoerna Land to compensate building area coefficient in Jakarta bay reclamation project.
