REPUBLIKA.CO.ID, BOGOR - Indonesian President Susilo Bambang Yudhoyono (SBY), predicting the escalation of security interference in 2013 and 2014, plans to issue Presidential Instruction on National Security in January 28.

"The Presidential Instruction on National Security must be implemented in Indonesia in 2013. We have thoroughly prepared it and we must conduct it well," SBY said on cabinet meeting in Bogor Palace on Monday. The president also set the target and benchmark of the instruction.

Throughout 2012, security issue became public attention as violence, communal and horizontal conflict took place in several regions in Indonesia. President hopes responsible parties carry out their task effectively.

Coordinating Minister of Politics, Law and Security, Djoko Suyanto, seeing the condition in 2012, predicted that security would still draw the main attention in 2013. Analysts from the National Counterterrorism Agency (BNPT) agree that security disturbance will escalate until the next two year.

Senior Analyst from Political Research Center at the Indonesian Institute of Sciences (LIPI), Siti Zuhro, said SBY's measure on issuing Presidential Instruction on National Security was a form of anticipation towards increasing political climate. For the last two year, various conflicts occurred on almost every region in Indonesia, particularly where the elections held.

Zuhro explained that political party, as the main figure in democratic process, sometimes transformed into conflict trigger. "Elites in political party must explain to people that elections are the effort to consolidate democracy," Zuhro said.
