REPUBLIKA.CO.ID, BOGOR - President Susilo Bambang Yudhoyono asked governors, ministers and government institution heads to make use of state budget funds in a transparent, accountable and appropriate manner.

"Avoid irregularities," the President cautioned, while handing over the approved budget allocation list (DIPA) to governors, ministers and government institution heads at the Bogor Presidential Palace on Tuesday.

The judicious use of state budget funds was one of the keys to maintaining a high economic growth rate, which would eventually protect the countrys economic fundamentals from the impact of global economic woes, he added.

"Government expenditure is an important component of our economic growth amidst uncertainty about the global economy. On the other hand, the global economy has shown no signs of improvement, which has affected investment inflows," the President pointed out.

In addition to boosting domestic expenditure, the governments efforts aimed at maintaining national economic stability would also ensure that government expenditures are made properly, he stated.

"Lets use our budgetary funds as properly as possible," he said, adding that if economic growth was disrupted it would harm peoples welfare.

President Yudhoyono was accompanied by Vice President Boediono as he handed over the approved budget allocation list (DIPA) to representatives of seven ministries and governors from 33 provinces at the Bogor presidential palace. 

Meanwhile, Finance Minister Chatib Basri said that the parameters for the 2014 state budget were based on the economic growth forecast of 6 percent, an inflation rate target of 5.5 percent, the rupiahs exchange rate against the dollar at 10,500 IDR, the Indonesian crude price (ICP) of 105 USD per barrel and oil lifting (sold) at 870,000 barrels per day.

State income in 2014's state budget is projected to touch 1,667.1 trillion IDR, up by 165 trillion IDR from a year earlier. The state income consists of taxes worth 1,280.4 trillion IDR and non-tax state revenues worth 385.4 trillion IDR.
