The Head of Public Relations National Police Inspector General Boy Rafli Amar said the Molotov cocktail explosion was a sudden action. National Police has not heard any information prior to the attack. "It was a suddent action, but we have already identified the network," he said.
Boy explained the suspect was identified as Juhanda (32). He was a former convict of bomb case in Puspiptek Serpong's pipeline (Tangerang) and a series of parcel bomb attack, including at Utan Kayu (East Jakarta) in April 2011. "He belongs to Pepi Fernando's group, an old network of terrorist," National Police Chief Tito Karnavian said.
Juhanda was released from jail in July 2014. He was still under the supervision of National Counter-Terrorism Agency (BNPT).
Vice Chairman of Commission III of the House Desmond J Mahesa stated the BNPT has failed to supervise former convict of terror acts. He criticized before there was BNPT, terrorism in Indonesia was not as much as nowdays. "It is awkward, it seems like BNPT has preserve the terrorists," he said.
