REPUBLIKA.CO.ID, JAKARTA -- House of Representatives (DPR) speaker Setya Novanto (Setnov) failed to meet the summons of Corruption Eradication Commission (KPK) for the third times. He was scheduled to testify as witness at the hearing of e-ID card graft case defendant Anang Sugiana Sudiharja, on Monday (November 13). 

In a letter to KPK, Setnov explained his absence. He used immunity rights as House's member. On the day of the summons, Setnov said he was on tour in his electoral district, East Nusa Tenggara. 

Previously, Setnov's lawyer, Frederich Yunadi, advised his client not to appear in the hearing. He said, KPK does not have the rights to summons without permission from the president. 

"Article 20A of the Constitution 1945 stated House's members have the rights to speak, inquiry rights, rights to oversee and immunity. Immunity means members of the House are untouchable," Frederich said in Jakarta on Sunday (November 12).

Frederich assessed, KPK has violated the law by insisting to summon. On the other hand, he said, his client was obeying the law by not coming to the court.

On Friday (November 10), KPK has named Setnov as suspect in e-ID card graft case for the second time.

Setnov was named a suspect in e-ID case in July. He allegedly played a key role in a plan to swindle funds earmarked for the project and the act contributed to an estimated Rp 2.3 million in state losses.

Then the Golkar party chairman won the pretrial motion against KPK on September 29 and clear his status as suspect.
