REPUBLIKA.CO.ID, JAKARTA -- The central and local governments are drafting an action plan on the post-earthquake reconstruction and rehabilitation of West Nusa Tenggara (NTB) Province. NTB was rocked by strong earthquakes on July 28 and August 5.
"The action plan is a document that will elaborate on the tasks of various ministries and institutions and the allocations of funds," Head of the National Disaster Mitigation Agency (BNPB) Willem Rampangilei remarked at a consultation meeting on the follow-up in the handling of the NTB earthquake at the Parliament building here on Monday.
He said not all ministries and state agencies are included in Presidential Instruction No. 5 of 2018 on the acceleration of the post-earthquake NTB reconstruction. Yet, in reality, various ministries and agencies had distributed assistance to the affected areas.
Rampangilei noted that all ministries and institutions had contributed to the process of accelerating recovery from the impact of the earthquake that hit NTB.
The BNPB head explained that on Wednesday (Sept 12), a meeting will be held in NTB on the Action Plan to be led by the governor and attended by all relevant ministries and institutions. The central government, on the other hand, will respond at a meeting scheduled to be held on Sept 18.
He also stated that as the reconstruction and rehabilitation was targeted for completion is one to two years, the Action Plan will elaborate on the scheme until the 2019 period.
The government had earlier revealed that it will start the post-earthquake reconstruction of damaged buildings in Lombok Island in NTB in early September. "We will start it in September. We only have two weeks left to prepare," Public Works and Public Housing Minister Basuki Hadimuljono had remarked late last month.
Hadimuljono elaborated that the government will not build temporary settlements but will provide tents for victims of the earthquake. It will also speed up the building reconstruction process.
"Development of houses will be accelerated. We will attempt to complete it within six months. People will build their own houses under our mentoring," Hadimuljono remarked.
The government has appealed to the Indonesian Chamber of Trade and Industry (Kadin) to open building material kiosks in each sub-district in Lombok Island and its neighboring province of East Java.
"The logistical supply can be taken from Surabaya (in East Java). They have Semen Gresik (cement factory) and steel manufacturer," he revealed, adding that development of one Risha would take a month.
President Joko Widodo earlier noted that the government had provided aid worth Rp50 million and Rp25 million respectively for rehabilitation of houses that incurred severe to light damage. Eight state-owned enterprises had begun the reconstruction of hospitals, markets, and schools in the region.
"We have dispatched some equipment for reconstruction. We have set the target to complete the reconstruction process in December," Hadimuljono pointed out.
