REPUBLIKA.CO.ID, JAKARTA - President Susilo Bambang Yudhoyono would propose a protocol to the international community to prevent undermining of sensitive issues of religious, racial, ethnic and group differences. Coordinating Minister for Political, Security and Legal affairs, Djoko Suyanto, said after a cabinet meeting here on Tuesday that the President wished to submit the proposal and had asked foreign minister Marty Natalegawa to discuss it with the international communities at the United Nations forum.

"The President feels that an international protocol is needed to implement freedom of expression with limits and prevent possible abuse of sensitive issues. The Foreign Minister has been assigned the duty of discussing the idea at UN meetings," he said.

He added that the President reiterated his stance against `Innocence of Muslims`, a film that insults Muslims. "The President has expressed his concern over the film, stating that freedom is limited. Methods must be found so that freedom of expression would not cause problems to the state and the incident (the Innocence of Muslims) would not recur to cause conflicts," he said.

The cabinet meeting also discussed security measures to ensure that the election of the Jakarta governor on Thursday is conducted smoothly and peacefully. Suyanto said that the government hoped that the agreement to accept defeat would not only be adhered to by the candidates, but also their supporters.

"It is important that law and order is maintained in the city after the election results. Both parties must ensure their supporters stay away from instances of violence, destruction of public facilities and rioting," he said.
